Project Manager, Malden, MA, Contract

The Executive Office of Education is looking for project managers to manage the delivery of IT projects supporting the Race To The Top initiative. This position is located in Malden, Massachusetts.

Duties will include:

  • Development and management of project timelines and project plans/work break down structures (WBS)
  • Ensure project team is meeting project deadlines
  • Providing assurance that projects achieve desired business and technical objectives while meeting quality standards and budget constraints
  • Management of project risk identification, communication, and mitigation
  • Creation, validation and communication of project status and deliverables including meeting state and federal reporting requirements
  • Coordination with staff subject matter experts, technical staff, and internal and external stakeholders
  • Providing strong leadership and team building that creates a cohesive project team
  • Mana gement of expectations from various project stakeholders
  • Management of vendor and contractor relations by ensuring strong communication between vendors and project staff and ensuring that vendors meet project deliverables on schedule
  • Management of requirements, specifications and design sessions
  • Management of project budget
  • Responsible for documentation and updates to project artifacts such as business case, project charter, issue list, iteration/phase assessment, measurement plan, problem resolution plan, product acceptance plan, project measurements, quality assurance plan, risk list, risk management plan, software development plan, status assessment, work orders
  • Execution of projects according to PMI best practices and/or structured development approaches (SDLC, UP, ITIL)
  • Implements and adheres to and enforces the Department's Project Management Guideline methodology, including preparation of documentation, conducting architecture reviews and following release management protocols assigned
Qualifications:
  • Minimum 3 years of project management experience in a technology environment
  • Proven track record of delivering large-scale projects to diverse stakeholders
  • Excellent communication, organization, interpersonal and writing skills
  • Demonstrated ability to work independently and take initiative
  • Proven track record of leading cross-functional teams on large scale projects
  • Proficiency with MS Project, or comparable project management software
  • Experience implementing system using standard data exchange protocols
  • Experience managing data integration projects
  • Experience managing and implementing Business Intelligence projects
  • Experience working with web based and database technologies
  • Attentive to detail
  • Ability to work in a dynamic and fast-paced environment
  • Strong time ma nagement, communicative, and interpersonal skills
Desired Qualifications:
  • Technical/software development background
  • Experience delivering a project to create an integrated role-driven web portal using third-party portal software with features delivered through portlets
  • Experience managing web services implementations and delivery of web-based services
  • Experience managing projects delivered in an educational environment, particularly PK-20
  • Experience managing state government projects
  • Experience managing projects using unified process (RUP) and SDLC. Understanding of SOA/Service Oriented Architecture
  • Understanding of SSO/Single Sign-on technology
  • Understanding of how Information Architecture and User Centered Design need to be applied in a project through both requirements elicitation and development
  • Understanding of web presentation development (eg HTML, CSS, Javascript, JSP)
  • P MP certification
